The Hill Creek area is comprised of five separate subdivisions in Santee, Califonia. Hill Creek is an arbitrary label that I have assigned to the area near Hill Creek Elementary…as far north as Second Street. The homes in the area were built by Time For Living, Dick-Con, Barrett, Pacific Scene and American Home Guild. It is an area that I have lived in, recommended and enjoyed selling homes in over the years.
Time For Living
This Santee Time For Living development was built in 1980-1982 and consists of 100 homes. Sales were effected by extremely high interest rates. In the early 1980′s U.S. was in a recession. We had high unemployment and inflation was setting records. The Federal Reserve increased the Federal Funds Rate in an attempt to control inflation. The Federal Fund Rate nearly doubled in two years time (1979 to 1981), rising from 11% to 20%. By mid-1982 mortgage rates were sky high at around 18%. Our current mortgage rates which are below 5% look pretty good right now. The homes are located on Mavin, Amster, Hinton and Reginas streets. Another home builder, Barratt, ending up completing the subdivision. Floor plans for smaller and more affordable homes were used.

Barratt American
The parent company Barratt Development PLC was Britain’s largest residential builder when it entered the California market in 1980. It built more than 17,000 homes in the region. Barratt targeted entry-level home buyers. Barratt American filed for Chapter 7 bankruptcy in 2009 and no longer exists. The Barratt project in the Santee Hill Creek area was marketed as the Springfield Development and consisted of 83 homes. The initial pricing ranged from $89,990 to $109,990. The price included front yard landscaping with timed sprinklers, solar water heater, woodburning fireplace, and your choice of a gas or electric range!

The Austin 4 Bedroom and 3 Baths 1,397 or 1,506 Square Feet, 2 Story Home. Barratt increased the size of this model on the last phase. Initially it was offered at 1,397 square feet. Buyers had the option of purchasing this home with a two or three car garage. Santee Floor Plan:
Dick-Con
The Santee Hill Creek Development was built in 1980 to 1982 by Dick-Con Corporation by Dick Tuthill and consists of 88 homes. The company was a family owned business that had brothers and their wifes working together. The company originally started as Tuthill Masonry in San Diego and Orange Counties building fireplaces, walls and block buildings. Dick-Con built many of the same floor plans in Lakeside in their Lake Jenning’s Development. Later they built the Wildflower developments on Los Coches Road in Lakeside. Dick died in September of 2002. One of his favorite projects was a 47-unit low-income apartment complex in Encanto that he and partners Rosey Grier (the football player) and Esteen Lenyoun completed renovating in 1999. Pacific Scenes
The Santee Sunrise East was built by Pacific Scenes in 1975-1976 and consists of 234 homes. The development offered 5 floorplans and each floor plan had three different elevations. The brochure stated “At Sunrise East you can still buy a family-sized home that is both livable and affordable. American Housing Guild
The Santee Sunrise Development was built by American Housing Guild in 1970-1971 and consists of 187 homes. The development offered five floorplans and each had a choice of three elevations. All of the plans were single story ranch style homes. Many thanks to Lance and Julie Gish of Santee for providing the original builder’s brochure. The population of Santee in 1970 was 25,750. The reported population today in 2011 is 54,700. So the population of Santee has more than doubled in the last 41 years.
